EPA Proposed Rule Could Harm Everyday Citizens

NCPA Analysis Indicates Rules Also Could Increase Energy Costs

A new proposed Environmental Protection Agency rule would result in an unprecedented expansion of the EPA's power, giving the agency the authority to regulate nearly every sector of the economy and personal decisions about housing and transportation, according to a new analysis by National Center for Policy Analysis research assistant Amanda Berg.

NCPA Senior Fellow Sterling Burnett said the rule could cause real harm to ordinary citizens. "It will do nothing to help global warming but it will hurt the economy and working people," Burnett said.

According to the NCPA analysis, small businesses, hospitals and even large single-family homes could become subject to EPA regulations. Furthermore, the proposed rule would cause a shift from coal to natural gas as the dominate fuel for domestic electric, which would result in greater imports and reduced energy security.

The study also indicates that:

• Natural gas prices could increase by as much as 146 percent.
  
• Electricity prices could increase 129 percent.
  
• A two-thirds reduction in coal-fired electric power generation would lower gross domestic product.

The EPA proposed rule focuses on whether it should be regulating greenhouse gas emissions and whether the Clean Air Act is an effective way to do so.

"These sweeping regulations would cause energy prices to rise, but will make very little difference in the overall concentration of greenhouse gases," Berg said.

"Using the Clean Air Act to regulate greenhouse gases is not at all what the law was intended to do," Burnett said. "You'll see a lot of regulation without any results."

"The Lieberman-Warner Senate bill [förslag att införa utsläppsrätter som fälldes], and its equivalent in the U.S. House of Representatives, are not part of the EPA document, and not part of the EPA request for comment. But such legislation is part of the total environmentalist political agenda. It gives us an idea what is coming if we do not make our voices heard and end these plans to destroy our freedom and our lives."
